CCG Constitution
Londonwide LMCs has issued a checklist for CCGs as part of its support to CCGs in developing Constitutions that are fit for purpose, in response to concerns raised by CCGs and constituent GPs about draft Constitutions including inappropriate clauses about membership criteria, performance management and exclusion of individual practices.
CCGs are under pressure to sign up to their Constitutions as part of authorisation. Although Dame Barbara Hakim’s recently released letter on 11 June 2012 confirms that this “..is a pre-requisite for the completion of authorisation rather than being necessary at the beginning of the process.”

In addition, Londonwide LMCs have commissioned BMA Law to provide on-going support to CCGs. This support will comprise of the on-going review and updating of the model constitution legal advice on draft CCG Constitutions. As well as advice and support to CCGs in drafting appropriate documentation.

CCG running costs
The NHS Commissioning Board has released guidance on the indicative running costs for CCGs. Running costs allowances have been set on the basis of ‘raw’ population. A methodology has been put in place to reconcile the discrepancy between ONS projected figures for 2013 and ADS (attributable data sets, the source of GP list data). The building block for determining running costs allowance is practice populations, but the methodology also takes account of factors such as:
- Inaccurate lists, for instance where patients no longer live in the area and are registered with a different practice, but have not yet been removed from their previous GP’s list;
- Unregistered people, who are included in ONS counts but are not on GP lists.
- CCGs will need to ensure that original management arrangements based on an assumed £25 per registered patient are able to be delivered within latest running cost allocations.
