While detail remains limited, the direction of travel is clear: greater collaboration, more services delivered in the community and increased organisational and contractual complexity for primary care.
For PCNs, federations and practices, this evolution has important insurance implications.
As PCNs potentially become employing entities, hold wider contracts or participate in multi-provider models, traditional practice-level cover may be insufficient. Key areas for review include Employers & Public Liability for ARRS staff, Entity Cover or additional Medical Malpractice where necessary across organisational boundaries, Management Liability including Directors’ and Officers’ (D&O) cover, Professional Indemnity for contractual liability of clinical directors acting on behalf of multiple practices, and Cyber & Data Insurance where services are delivered jointly.
The plan also highlights a risk: if primary care does not step up, other providers may take on neighbourhood contracts, increasing exposure around subcontracting, data sharing and governance.
