Chair’s introduction
Our current focus in the LMC is on the day to day pressures practices face, particularly in regards to workload and safe working. Over the medium and longer term, we are working to secure appropriate and fair funding, strengthen relationships with secondary care and the ICB, and support a sustainable and stable future for general practice in Bromley.
Bromley LMC committee members
Following the LMC elections held over the summer, the newly elected members commenced their roles on 1 September, marking the start of the 2025–28 term.

The LMC has elected two Co-Chairs to jointly lead the LMC; Hannah Josty and Ruth Tinson. Maya Lasrado has been appointed Vice-Chair for the LMC.
What has Bromley LMC been working on recently?

- We are aware of the increase in inappropriate requests from private providers. The LMC reminds colleagues of the Londonwide LMCs Safe Working pack. Please remember that you can decline a shared care agreement if you feel unable to prescribe for any safety reason, see Londonwide LMCs’ guidance.

- The LMC and ICB have been meeting over the past several months to discuss the PMS Premium for 25/26. We have sent final comments and are awaiting further information from the ICB. We will update Bromley constituents on progress.
Constituent engagement
The LMC is working on constituent outreach so that we can hear about issues that are affecting colleagues working in general practice and feedback as to LMC activity. Representatives hope to meet with Bromley practices in the coming months and look forward to meeting with you.
At the March Academic Half Day we will be presenting how the LMC represents and supports practices and practice staff and provide examples of how this is being achieved.
Bromley Child Health Integration Project (BCHIP)
The Londonwide team along with Bromley LMC representatives and PCN CDs have successfully negotiated an increased budget for the BCHIP service with the ICB. Following negotiations, the ICB agreed to increase the budget 50% from the original proposed funding. The current reality of many practices operating under significant strain due to demand exceeding available capacity was considered and discussed during the negotiations. Any new scheme must be framed in the context of realigning demand with existing resources to promote safe and sustainable working conditions in general practice.
GPSLA Tariffs for NHS Health Checks and Sexual Health Services
Over the summer period, the Bromley Public Health Team met with LMC representatives and the Londonwide team to support LMC engagement in the re-procurement of the GPSLA for NHS Health Checks and Sexual Health contracts.
Following successful negotiation and recommendations from the LMC, the Sexual Health contract tariff has been uplifted. Public Health has aligned the revised rates with those across South East London and other London boroughs for implants.
The updated tariffs are as follows:
- Sub-dermal implant removal and re-insertion during a single appointment: increased from £95 to £110
- Sub-dermal implant removal (single procedure): increased from £52 to £60
Community Cardiology Diagnostic Service
The LMC continues to meet with the ICB to discuss the re-procurement of the Community Cardiology Diagnostic Service, which includes changes to the ABPM and ECG services.
The LMC will review any proposed LES, taking into consideration the impact on general practice, funding and capacity and will update constituents when possible.
St Mary’s Cray Development
The LMC wrote to Mr Gareth Bacon (MP for Orpington) to raise concerns about the development at St Mary Cray. The LMC highlighted the absence of a health impact assessment from the developer and the lack of concrete, funded plans for the impact on general practice and patients. Mr Bacon responded to our letter and is campaigning against the development as it would build on Green Belt land and add existing pressures to infrastructure. Formal planning application has yet to be submitted, and we will continue to highlight our concerns to stakeholders.
Bromley Primary Care Collaborative
The Londonwide team has worked with LMC, BGPA and PCN CD Colleagues to establish the Bromley Primary Care Collaborative (BPCC). Bromley LMC are present as non-voting members and chair the BPCC meetings which are currently held monthly and include discussions on Integrated Neighbourhood working and engagement.
Integrated Neighbourhood Teams
Integrated neighbourhood working and Integrated Neighbourhood Teams (INTs) will bring a significant change in delivering health services to the community.
The focus for INTs across SEL will be on the following three areas:
- Supporting residents with three LTCs
- Developing an end-to-end pathway for frailty
- Implementation of the Integrated Child Health Model and Population Heath Management
The LMC has continued to contribute to discussions regarding INT development so that GP views are reflected in local planning. Our aim is to ensure any new arrangements are practical and sustainable for practices and do not add to workload.

Synnovis
The LMC has raised concerns with the ICB regarding the KCH pathology system changing from TQuest to Integrated Clinical Environment (ICE). We highlighted the significant administrative burden asked of practices to validate the data for this change. The data validation exercise is time-consuming and generates significant extra work for practice staff, reducing capacity in other areas. In addition, we raised concerns regarding the potential for disruption during the embedding of the new service and have asked about the plans in place to mitigate potential problems. The ICB has agreed to escalate our concerns.
SEL Strategic Leadership Network Discussions
The South East London Strategic Leadership Network (SLN) consists of the SEL LMC Chairs and Vice Chairs who meet regularly to lead on system-level developments and issues that impact general practice.
- Monitoring service issues with the SEL Weight management pathway.
- Considering the impact of online requirements introduced on 1 October 2025 in terms of patient safety, in particular evidence of near misses which could inform regional and national discussions.
- Working with Londonwide LMCs to investigate and feed back on developments arising from the SEL-Wide System Efficiency Programme workstream exploring wound care currently delivered in unscheduled care settings that could be appropriately addressed within alternative planned services and understanding why some patients are being followed up again in these settings.
- SEL Anti psychotic Long Acting Injections pathway review and highlighting the lack of financial and capacity modelling and the GP/Pharmacy impact assessment and issues with existing pathways.
- Engagement with Mental Health Leads to improve the SEL ADHD service provision and to address operational issues arising from the new triage service.
- The ICB proposal for commissioning “amber 3” medicines across SEL, focusing on medicines that require shared care arrangements (SCAs) between specialists and general practice. The SLN will be consulting with individual LMCs to inform a formal response and further engagement with local commissioners.
Londonwide LMC updates
New Oliver McGowan training in response to practice feedback
Londonwide LMCs are working with the Primary Care Workforce Academy to deliver Oliver McGowan training to practices across the South East London ICB area. This is NHS England’s preferred training to meet the requirement for GPs to be trained in understanding the needs of people with learning disabilities and autism.
