What has Harrow LMC been working on recently?

Harrow LMC meeting

Harrow LMC met virtually on 2 September 2026. Below is a summary of key topics discussed:

  • Integrated Neighbourhood Teams (INTs): The LMC has raised concerns that have been raised about decisions being made without LMC input such as proposals for GPs to deliver mental health depot injections.
  • Primary–Secondary Care Interface issues: There has been an increase in poor quality advice and guidance responses, including inappropriate referral rejections. Members were asked to submit examples for escalation.
  • Cora Health concerns: Concerns were raised regarding poor communication from Cora Health. The LMC will compile cases and write to the ICB to escalate concerns, including the following:
    • Missing: clinic letters and lack of communication.
    • Patients discharged without being contacted or understanding booking processes.
    • Generic, low‑value correspondence causing delays and extra workload.
  • Harrow Health service cessation: Notifications were received with limited detail. Practices were advised not to re‑refer, but clarity is still required. The LMC are looking to seek accountability and next steps from the ICB. Since the meeting, the ICB have sent further communications dated 4 September with outpatient services resuming with procedures due to be transferred to Spire Healthcare.
  • Primary Care Provider Collaborative (PCPC): Recruitment is  underway for senior leadership roles. PCPC is expected to take on more operational and transformation functions.
  • NHS England consultation on MNP & SNP Provider contracts: The consultation closed on 10 September. Londonwide LMCs are preparing a coordinated response but initial concerns about dilution of PCN funding and impact on GP autonomy.

ICB merger

West North London ICB are still in their transitional period, with further structures and staff reconfiguration due to be in place for September 2026.

New Non-Emergency Patient Transport provider (NEPT)

Your practice should have received communications regarding the new provider for NEPT which has been commissioned. The new provider is Community Ambulance Services and can be contacted on 02045680900. This service is soley for appointments with providers where there is no NEPT Provision and appointments at local Acute or Community trusts should be booked with the relevant individual trust’s NEPT team.

Useful contact details on practice websites

The LMC are aware of the amount of time practices spend with patient enquiries when they are awaiting services from trusts or community providers. It can be difficult for patients to know who is best to contact so contact their practice. Some practices have now included a ‘useful contact details’ page on their website which provides contact number for different hospitals and services. An example is Useful Contact Details – Elliott Hall Medical Centre. Alternative links to trust websites ‘Services A – Z’ such as LNWH’s Services A to Z | lnwh allows patients to look for the relevant service which then has information on how the service can be contacted. These approached maybe useful for practices to consider implementing on their websites.

Primary/Secondary Care Interface

The LMC continues to receive feedback regarding continued inappropriate workload demands on general practice with regards to the primary/secondary care interface. These include requesting fit notes after hospital discharge, patients being discharged after non-attendance at a clinic appointment, requesting onward referral which should have been carried out by the hospital clinician, and the patient is asking the GP practice to chase up the hospital investigation results and appointments.

Please also do remember the trusts have Primary Care Liaison Managers who can help. The contacts are:

Push back on inappropriate hospital-generated workload

WNL ICB are looking into a standardised form to allow practices to push back on inappropriate hospital generated workload. Once this is finalised it will be shared with practices. In the meantime I’ve developed a set of EMIS template letters, which can be uploaded onto your EMIS-X system as a document. This allows you to automate production of a letter with patient details and the issue concerned to the relevant hospital department, regarding an inappropriate request within a few keystrokes. The template letters have been trialled by Harrow LMC members, and if any practice is interested in piloting their use, please do contact Amy Honor.

NWL LMC updates

Pan NWL updates can be found in the regular newsletters. The Londonwide LMCs team covering WNL have recently written to the ICB to raise concerns around the absence of consultation with general practice prior to the allocation of winter funding, all of which is being given to trusts.
