Welcome to our monthly update on the key issues affecting GPs and practice teams in London.
Main updates
Significant new list cleanse process destabilises London practices
Changes implemented in October mean patients with an FP69 flag applied are removed from practices after three months rather than six, during the NHS England commissioned check of patient lists. London’s diverse, highly mobile population makes it particularly vulnerable to erroneous de-registrations.
We have produced new guidance for practices, resources for you to use on your website and with local patient and community groups. We would like you to share details of how you and your patients have been affected.
Data sharing agreement checklist
Our DSA audit guidance supports practices through the steps to review their data sharing agreements, as part of information governance good practice. The BMA has also asked practices to look at their DSAs as part of Collective Action.

Our responses key points included:
- A need to reduce variations in inspections, including making key lines of enquiry less pen to interpretation by individual inspectors.
- Reports need to include clear steps to take for remedial actions.
- Bringing back evidence tables would help practices to make sure they have satisfactory proof of meeting the standard required.
- Inspections should take into account challenges such as premises, staffing, landlord issues and IT problems.

Spotlight: Dr Emma Rowley-Conwy – Winner of the London General Practice Long Service Award
Emma reflects on her career as a GP and LMC member, including helping to turnaround struggling practices and expanding multi-disciplinary working. Emma also adapted how her practice worked to meet the needs of its diverse population and to roll out new digital tools to join-up care. The award was given at Londonwide LMCs 2026 London General Practice Awards.
Parliamentary reports on frailty and the role of technology in the public sector
The select committee report on frailty acknowledge that under-resourcing of general practice contributed to low rates of assessments, but called for greater scrutiny to increase their volume. A separate report on digital tools across the public sector warned ‘hype’ was creating unrealistic expectations of cost-savings they can provide and said that being tied into large, overseas providers such as Palantir represented significant risks.
